As the fourth industrial revolution, namely the industry 4.0, has become a significant element of the current social and economic lifestyle regarding automation and interconnectivity of several fields, the cities administration, transportation and living conditions of the population have changed worldwide in the sense of more dynamics, interconnectivity and innovation in recent years. Smart city tools, as a main factor of the industry 4.0, such as smart metering or smart traffic lights, have supported the process of the knowledge economy, innovation and sustainability by contributing to waste decrease, to energy efficiency, to urban efficiency, to emission reduction more effective cost and information transparency, while also promoting a more dynamic adaptation process to the current needs of the global population. By implementing the Delphi method based on interviews and questionnaires with 61 participants the research provides an insight in the implementation degree, needs and costs of some of the most important Smart city tools applied in Romania, as well as estimated trends for the next years. While more progress is needed in terms of the implementation of these smart city tools in order to obtain more information transparency, sustainability and interconnectivity between different institutions, devices and individuals, significant progress has been made. The current study offers an overview of the current context of the smart city tools development and implementation in the Romanian market, which has not been previously inquired. © 2021, The Author(s), under exclusive license to Springer Nature Switzerland AG.

Stať se věnuje diskursivní analýze fenoménu konfliktů na případu diskursu řízení lidských zdrojů v ČR. Vychází přitom jak z práce Boltanskiho a Ciapellové o nástupu „nového ducha kapitalismu“, tak z postupů současné diskursivní analýzy (Wodaková, van Dijk). Text se v tomto ohledu věnuje nejenom rozboru daného diskursu, ale i testování hypotéz vyvozených z výzkumu Boltanskiho a Ciapellové. Domníváme se přitom, že personální management v ČR převzal – podobně jako ten zahraniční – specifické strategie regulace sociálních konfliktů (mezi zaměstnanci a zaměstnavateli), které jsou spojeny s manažerskou ideologií post-fordismu. Daný předpoklad testujeme za pomoci rozboru vzorku manažerských příruček monografického charakteru z oblasti personálního řízení, vydaných mezi lety 2000 až 2009. V daném kontextu se především zaměřujeme na to, jakým způsobem je reflektován fenomén konfliktů, včetně různých forem jejich textové reprezentace. Předložená stať využívá společenskovědní teorie a metodologie k rozboru jednoho z „povrchů“ vynoření současné andragogiky, čímž obohacuje oba společenskovědní obory. Předloženou analýzu lze proto z určitého úhlu pohledu vnímat jako empirickou, stejně jako metateoretickou.; This paper is devoted to the discursive analysis of conflicts in the case of the discourse of human resources (HR) management in the Czech Republic. For this aim we use both, the conception of a "new spirit of capitalism" from Boltanski and Ciapello work, and methodological procedures from the current discursive analysis, especially from work of Ruth Wodak and Theun van Dijk. In this regard the text is not only focused on the analysis of the discourse, but we also try to test a hypotheses derived from the research of Boltanski and Ciapello. In this context we assume that HR management in the Czech Republic like the foreign uses specific strategies of the regulation of conflicts (between employees and employers) that are associated with a managerial ideology of post-fordism. This assumption we test on the sample of publication about HR management published between 2000 and 2009. Based on our analysis, we claim that we can identify two approaches to the representation of conflicts in the discourse of HR in the Czech Republic. The first of them argues that conflicts are negative phenomena which reduce effectiveness and must be removed from organizations. The second approach claims that conflicts are ambivalent phenomena that have their pros and cons. Management according to this approach does not attempt to eliminate conflicts, but it tries to use them for the development of organizations. We also have to consider that we do not confirm our hypotheses about regulation of conflicts, because implementation of post-fordist interventions and strategies is not mentioned in this context.
