Critical Infrastructure Protection

Abstract

Understanding the critical infrastructure, its importance and position in relation to society and societal needs can be objectively express by the motto: "When we flip a switch, we expect light. When we pick up a phone, we expect a dial tone. When we turn a tap, we expect drinkable water." These expectations are the most appropriate way, that reflect the importance of critical infrastructure for elementary function and functions. It is thus clear that states have the need to create and build a system that will ensure the protection of critical infrastructure in the national legal environment. The actual legal definition of critical infrastructure is based on the need to set a single approach to protection.

Chápanie kritickej infraštruktúry, jej významu a postavenia vo vzťahu k spoločnosti a spoločenským potrebám je možné objektívne vyjadriť mottom: „Keď stlačíme vypínač očakávame svetlo, keď zdvihneme slúchadlo telefónu, očakávame oznamovací tón, keď otočíme kohútikom, očakávame pitnú vodu “. Tieto očakávania najvhodnejším spôsobom vyjadrujú dôležitosť kritickej infraštruktúry pre elementárnu funkciu a funkcie spoločnosti. Je preto zrejmé, že štáty majú potrebu si vytvárať a budovať systém, ktorý umožní zaistiť ochranu kritickej infraštruktúry v národnom právnom prostredí. Samotné právne vymedzenie ochrany kritickej infraštruktúry vychádza z potreby nastavenia jednotného a plošného prístupu k ochrane.
