Ochrana obyvatelstva

Abstract

Ochraně obyvatelstva je u nás dlouhodobě věnována cílevědomá a kvalifikovaná pozornost více než osmdesát let. Vyvíjela se od ochrany a obrany obyvatelstva proti leteckým útokům až k ochraně obyvatelstva před mimořádnými událostmi. Ochrana obyvatelstva je součást bezpečnostního systému ČR. Jde o vytváření potřebných materiálních, technických, organizačních a legislativních podmínek pro přípravu a realizaci preventivních opatření. Jde o minimalizaci rizika vzniku a rozsahu následků mimořádných událostí a krizových situací. Důležitý je účinný zásah odpovědných složek, který přispívá k uchránění životů obyvatel, jejich majetku a životního prostředí. Ochranou obyvatelstva je dále plnění úkolů civilní obrany. Jedná se tedy o plnění úkolů jak nevojenského, tak vojenského charakteru.

The protection of the population is further fulfilment of the tasks of civil defence. It is, therefore, on the fulfilment of the tasks both non-military and military nature.
