Abstract: | Public finance system affects all subjects of the national economy in various ways, but all of these subjects may be faced with public budgets in two ways - either they represent payers to the public budgets, or they are receivers from public funds. Players on both sides have different preferences related to public budgets and exactly this fact can generate a duality of these financial relations. The aim of this paper is to define models of dual relations using the principle of "3E's", based on an analysis of basic financial links of the public sector, such are taxes, subsidies and debt instruments. |
