Klastrové politiky a jejich vliv na rozvoj klastrů a klastrových organizací

Abstract

Publikace je zaměřená na problematiku rozvoje klastrů a nastavení klastrových politik pro jejich podporu na národní a regionální úrovni. Věnuje se pojetí konceptu klastrů a klastrové politiky z pohledu jejich vztahu ke konkurenceschopnosti se zdůrazněním konceptu územně založené inteligentní specializace (Smart Specialization), kdy území tímto způsobem podporují svou jedinečnou znalostní bázi jako zdroj inovací a konkurenceschopnosti. Představeny jsou rovněž nástroje a koncepce klastrové politiky jako součást strategických dokumentů EU a České republiky. Publikace ukazuje, jakým způsobem lze identifikovat a rozvíjet potenciál regionů prostřednictvím mapování klastrů, facilitací jejich aktérů, založením a inkubací klastrové organizace tam, kde je potenciál klastrové spolupráce pro region přínosem. V dalších částech publikace rozvíjí problematiku klastrů a klastrových organizací v pokročilejším stádiu jejich rozvoje, dosahování zralosti a získávání klastrové excelence. Pojednává o rozměrech měření výkonnosti klastrů a klastrových organizací a způsobech podpory zvyšování výkonnosti a dosahování užitků pro klastrové aktéry, obsahuje také způsoby monitoringu a evaluace klastrové politiky, hodnocení dopadů klastrové politiky a jejich programů na konkurenceschopnost a komparativní analýzu přístupů k podpoře klastrů ve vybraných zemích Evropy. Jsou zde také identifikovány dobré praktiky, které mohou být inspirací pro tvůrce politik. Významná část publikace je věnována historickému pohledu na vývoj klastrové politiky v České republice a zmapování a podrobné analýze současného stavu rozvoje klastrových organizací a jejich potřeb. Analýzu doplňuje pohled a vnímání klastrů a jejich potenciálu z úrovně regionálních zástupců veřejné správy a samosprávy. Závěrečná část publikace obsahuje doporučení pro formulaci hlavních zásad a východisek klastrové politiky v České republice.

The publication focuses on the issues of clusters development and cluster policies’ settings for the support of clusters at the national and regional level. It is concentrated on the concept of clusters and cluster policy in terms of their relation to competitiveness, emphasising a territorially based concept of smart specialisation (Smart Specialisation), where the territory supports the unique knowledge base as a source of innovation and competitiveness. There are also depicted tools and concepts of cluster policy as a part of the strategic documents of the EU and the Czech Republic. The publication presents how to identify and develop the regions’ potential through cluster mapping, facilitation of actors, establishment and incubation of cluster organisations where the potential of cluster cooperation benefits to the region. Further parts of the book develop the issue of clusters and cluster organisations that are in the advanced stage of their development, achieving maturity and gaining cluster’s excellence. The book also deals with measuring the performance of clusters and cluster organisations, ways of supporting the improvement of performance and achieving benefits for cluster actors. Furthermore, it contains methods of monitoring and evaluation of cluster policy, assessment of the impact of cluster policy and its programmes on competitiveness, and comparative analysis of approaches of clusters’ support in the selected European countries. Good practices that can be an inspiration for the policy makers are also identified. A significant part of the book focuses on the historical view of the development of cluster policy in the Czech Republic, mapping as well as a detailed analysis of the current status of cluster organisations and their needs. The analysis is complemented by the perception of clusters and their potential from the level of regional representatives of public administration and local government.
